Life Jacket Loaner Station Dedication
September 4, 2009

On Friday, September 4th, 2009, members of the Polk
County Fire District No.1 attended a dedication of a
Life Jacket Loaner Station located at Riverview Park in
Independence. The kiosk was built by Walter Moser,
age 19, as an Eagle Scout Project. Walter is the son of
PCFD No.1 Volunteer Division Chief Steven Moser.

Funded by a grant from the Oregon State Marine
Board to Safe Kids Willamette Valley, placing the
life jacket loaner station at Riverview Park held
a special meaning since it was last winter that
tragedy struck the community with the drowning
of two brothers, Alvin Troub and Michael Runyon
while fishing at the park. A special stone memorial
with a plaque bearing their names was placed next
to the station.

On what was a beautiful Oregon day, Alvin and
Michael’s mother, sister and other family
members joined approximately 50 members of
the community, including the Independence Mayor, Police Chief, Polk County Sheriff, Polk County Emergency Manager, District Fire Chief and Safe Kids Willamette Valley Coordinator in the dedication. Pastor Michael Parks of the First Baptist Church said, “We hope that when people come by this memorial, they will remember Alvin and Michael”.

Polk County Fire District No. 1, a partner organization of Safe Kids Willamette Valley will monitor the kiosk and replace any life jackets that may not have been returned after use.
